Fis OSS QUICHE build.

`absl::AnyInvocable` supports `operator==` against `std::nullptr_t`, but not
another `absl::AnyInvocable`. A bare `nullptr` in `EXPECT_CALL` constructs an
`absl::AnyInvocable` for `testing::Eq` and fails to compile; `testing::IsNull()`
compares directly against `nullptr`.
