Remove redundant call to OnDataFrameSent()

QuicSpdyStream::WriteOrBufferBody() calls WriteDataFrameHeader(), which already calls QuicHttp3Logger::OnDataFrameSent(), so WriteOrBufferBody() does not need to directly call it as well. This results in redundant HTTP3_DATA_SENT netlog events which is confusing.
