Remove obsolete http2 and spdy test-only flags.

These flags date back to when //third_party/spdy and third_party/http2 had their
own platformized flag implementations. They are not used any longer.

Four quic_testonly flags (restart and reloadable, default true and default
false) are kept so that flag implementations can be tested.

Reloadable flags are deprecated and restart flags are deleted, following the
most recent guidelines.
