Reduce quic::ConnectionId size from 24 bytes to 16 bytes on 64 bit system. This reduces some memory usage of connection & session on the server side.

sizeof(GfeQuicServerSession) = 4080 -> 4032
sizeof(GfeQuicConnection) = 5968 -> 5880

QUICHE

QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects. QUICHE is only supported on little-endian platforms.
