Move QuicheTextUtils out of platform. All methods are now defined in terms of Abseil or STL, there is no need for QuicheTextUtils to live in platform. PiperOrigin-RevId: 370889335 Change-Id: Id75b2f7c6d694481eea17d85690ce12bca03f917
QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects. QUICHE is only supported on little-endian platforms.
Code can be viewed in CodeSearch in Quiche and is imported into Chromium.
