Lazily initialize mapped varz counters before the first metric operation.

This will remove the counters for unused services and backend_groups, saving an expected >3GB in cloud L2 GFEs.

Also remove the /varz?dev option because the varz page will have much fewer zeros.

Verified on staging experiment GFEs:

QUICHE

QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects. QUICHE is only supported on little-endian platforms.
