Do not send RETIRE_CONNECTION_ID frame when the connection is closed.

There's recently another bug found at where multiple RETIRE_CONNECTION_ID frames are sent. If one of the send triggers connection close, the following send will encounter the QUIC_BUG.

Note that it is on the QUICHE team's roadmap to include default implementation for all platform APIs and to open-source build files.
