gfe-relnote: n/a, test-only change.

In quic/core/http/end_to_end_test.cc, rename EndToEndTest to
EndToEndTestWithoutTls and rename EndToEndTestWithTls to EndToEndTest to make it
clear that testing with TLS is the default.
