Move connection ID & stateless reset token from QuicConnection to QuicConnection::PathState.

1) alternative_path_, if used, has the same connection ID as default_path_.
2) Also disable responding to RETIRE_CONNECTION_ID frame.

Protected by FLAGS_quic_reloadable_flag_quic_use_connection_id_on_default_path.

QUICHE

QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects. QUICHE is only supported on little-endian platforms.

Code can be viewed in CodeSearch in Quiche and is imported into Chromium.
