Migration from HTTP2_BUG to HTTP2_BUG_V2(bug_id).

Per go/gfe-bug-improvements GFE_BUGs are getting stable IDs to allow for monitoring and alerting. Existing HTTP2_BUG instances are changed to have `http2_bug_n_m` ID, where `n` is unique for each file, and `m` is a counter within each file, so we get `HTTP2_BUG_V2(http2_bug_123_2))`

QUICHE

QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects. QUICHE is only supported on little-endian platforms.

Code can be viewed in CodeSearch in Quiche and is imported into Chromium.
