gfe-relnote: Remove use of QuicEndian from QuicFramer, not flag protected
This replaces uses of ReadTag/WriteTag combined with QuicEndian::HostToNet32
to use ReadUInt32/WriteUInt32 instead, which handles endianness conversion.
