Send a PING frame at the start of QuartcPeer tests so that probing works. Since QuartcPeer only sends datagram frames, it does not provide QUIC with any retransmittable data to use for probes. QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects.
