Move quic::QuicEndian to quiche::QuicheEndian

This change will enable us to reuse the endian library in new third_party repos without introducing a dependency on //third_party/quic.

QUICHE

QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects.
