Rename CryptoUtils::SetKeyAndIV to InitializeCrypterSecrets and add separate SetKeyAndIV and GenerateHeaderProtectionKey methods.

QUICHE

QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects.
