Remove unnecessary QuicSpdySession::SetMaxAllowedPushId() calls in tests that are not run with IETF QUIC versions.

I have locally verified that VersionUsesHttp3() is false for all of these calls,
in which case SetMaxAllowedPushId() is a no-op.
