Send padding if there's nothing to retransmit in Quartc's SendProbingData(). If there is anything to retransmit, Quartc will use it for probing. If not, Quartc will simply send a packet full of padding. QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects.
