gfe-relnote: Remove the dependency from QuicMemSliceSpan to QuicStreamSendBuffer and QuicMessageFrame. Refactor only, not protected. Currently, the (conceptually low level) QuicMemSliceSpan depends on (conceptually high level) QuicStreamSendBuffer and QuicMessageFrame classes, via QuicMemSliceSpan::SaveMemSlicesInSendBuffer and QuicMemSliceSpan::SaveMemSlicesAsMessageData. This change replace those functions by a new QuicMemSliceSpan::ConsumeAll method, which takes a callback instead of directly referring to QuicStreamSendBuffer and QuicMessageFrame. QUICHE (QUIC, Http/2, Etc) is Google‘s implementation of QUIC and related protocols. It powers Chromium as well as Google’s QUIC servers and some other projects.
