  "message": "Reorder fields in `QpackInstructionDecoder` to reduce its size from 168B to 152B (go/memory-cy).\n\nAs part of go/memory-cy, this CL reorders the fields of `quic::QpackInstructionDecoder` to reduce its size from 168B to 152B. For single allocations, this drops the TCMalloc size class from 176B to 160B, saving ~989.3 GiB of fleet RAM.\n\nTo ensure no GCU regressions, we checked field-level `heapaccessz_all_loads` profiles and confirmed that hot fields are not split or displaced across 64-byte cache lines.
