  "message": "Add more PRIORITY_UPDATE tests.\n\nTest that if QuicStream::SetPriority() is called with the priority that the\nstream already has, then QuicSpdyStream::MaybeSendPriorityUpdateFrame() does not\nsend a PRIORITY_UPDATE frame.  This was prompted by automated mutation testing\ncommenting on cl/494755193 that removing the line\nhttp://google3/third_party/quic/core/http/quic_spdy_stream.cc;l\u003d595;rcl\u003d491635277\ndoes not cause any test failures.  Now it does.\n\nAlso add some ParsePriorityFieldValue tests to exercise code for ignoring inner\nlist dict values, and some tests for operator\u003d\u003d() with out-of-bounds urgency\nvalues.  Inspired by reviewers\u0027 comments and mutation testing findings on\ncl/494755193.\n\nAlso add QuicSpdySessionTest to exercise parsing the incremental bit.
