  "message": "Change QuartcPeerTest to use a MockSendAlgorithm.\n\nThis removes the dependency on behavior of BBR(v2), so the test now covers only\nhow QuartcPeer handles whatever bandwidth estimate it receives.\n\nThe test uses a fixed bandwidth estimate in order to keep everything simple.\nThe estimate is equal to the simulator\u0027s link bandwidth.\n\nThis should remove flakiness and brittleness.  This test has historically failed\nwhenever unrelated changes in the default send algorithm alter the behavior\nobserved in the test.
