Add version DCHECK for SPDY frames that are already replaced by HTTP/3 frames in v99.

Currently v99 supports both SPDY frames and HTTP/3 frames. Some old tests are still using SPDY data, which pass but don't really test the right thing.
Adding DCHECK's makes sure HTTP/3 code paths are executed in v99 tests.
